01Taking foreign cash out of Russia

As of September 2026
  • Since 2 March 2022 (Presidential Decree No. 81), individuals may not take foreign cash worth more than USD 10,000 per person out of Russia, at the Central Bank rate on the day of departure. A declaration does not lift this ban.
  • If your total cash (roubles, foreign currency and traveller’s cheques) exceeds USD 10,000, it must be declared in writing under EAEU rules.
  • Failure to declare is fined at half to twice the undeclared amount, or the cash is confiscated (Art. 16.4 of the Russian Administrative Code); large amounts can lead to criminal liability (Art. 200.1 of the Criminal Code).

02Cash roubles to EAEU countries

As of September 2026
  • Since 1 April 2026 (Presidential Decree No. 193 of 25 March 2026), individuals may take cash roubles worth more than USD 100,000 to EAEU countries only through international airports designated by the Government, with a certified bank statement confirming the withdrawal.
  • Such amounts may not cross by road, rail or sea. Companies and sole proprietors may not take cash roubles to the EAEU at all, whatever the amount.
  • Additional source-disclosure requirements for smaller sums are being publicly discussed — we check the current procedure before every trip.

03Entering the EU with cash

As of September 2026
  • Anyone entering or leaving the EU with €10,000 or more must declare it (Regulation (EU) 2018/1672, applicable since 3 June 2021). “Cash” also includes bearer cheques, prepaid cards and gold.
  • Customs may ask about the origin and intended use of the money even below that amount. In Germany, failing to declare can be fined up to €1 million.
  • Cash brought into the EU is not yet money in an account: when you deposit it, the bank will still ask you to prove where it came from.

04Transfers from Russia abroad

As of September 2026
  • On 8 December 2025 the Bank of Russia lifted the limits on foreign-currency transfers abroad for Russian citizens and non-residents from friendly countries.
  • Restrictions remain for non-residents from unfriendly countries — the Central Bank extended them until 7 December 2026 inclusive.
  • No limit does not mean the payment will go through: many correspondent banks reject Russia-related transfers, so the route and documents make all the difference.

05Currency control: foreign accounts

As of September 2026
  • A Russian citizen is a currency resident by default. Opening, closing or changing the details of a foreign account must be notified to the Federal Tax Service within one month.
  • Every year by 1 June you file a report on movements in your foreign accounts for the previous year. Exemptions apply subject to conditions — for example, accounts with turnover or balance up to RUB 600,000, and accounts in EAEU countries or countries that automatically exchange tax information with Russia.
  • If you spent more than 183 days abroad in a calendar year, no notices or reports are required for that year.

06EU banks: source of funds and KYC

As of September 2026
  • EU banks must verify the client and the source of funds (KYC/AML). Without a clear dossier, a large transfer can be delayed or returned and the account closed.
  • For Russian nationals and residents, EU sanctions prohibit banks from accepting deposits above €100,000 in total per bank, unless the client holds EU, EEA or Swiss citizenship or a residence permit there (Art. 5b of Regulation 833/2014).
  • German residents must report cross-border payments above €50,000 to the Bundesbank by the 7th business day of the following month. Crypto platforms in the EU operate under a MiCA licence; Germany’s transitional period ended on 31 December 2025.
  • From 10 July 2027, an EU-wide €10,000 limit on cash payments applies (Regulation (EU) 2024/1624).

07Tax residency

As of September 2026
  • In Russia you are a tax resident if you spend at least 183 days in the country within 12 consecutive months (Art. 207 of the Tax Code). Non-residents pay 30% personal income tax on most Russian income — including property sales if the minimum holding period has not been met.
  • In your new country you become a tax resident under its rules and declare worldwide income. Moving your own, already-taxed money is usually not income, but interest, dividends and capital gains are taxed.
  • The order “sale → transfer → change of residency” affects how much tax you pay. We plan it in advance.

08CRS: automatic exchange of information

As of September 2026
  • More than 100 jurisdictions automatically exchange data on accounts held by foreign tax residents under the OECD Common Reporting Standard (CRS). Your bank will ask for your tax residency and taxpayer ID.
  • Since 2022 several jurisdictions, such as Switzerland, have suspended exchanges with Russia. But data goes to the country you declare as your residence — so your declaration must be truthful.

Risks & common mistakes

Most problems come not from the law but from haste and gaps in the paperwork.

Blocked transfer

A correspondent bank rejects the payment after sanctions screening or because of an unclear purpose — the money is stuck for weeks.

Frozen or closed account

A large incoming payment without a source-of-funds dossier is a common reason for EU banks to freeze and close accounts.

Undeclared cash

Fines of up to twice the amount, confiscation and, for large sums, a criminal case. In the EU — fines and seizure pending investigation.

Crypto without a history

Licensed platforms and banks often refuse funds from P2P deals or untraceable wallets.

Missed tax notices

Fines for late notification of a foreign account and for failing to file the annual movements report.

Residency mistakes

Selling property at the wrong moment can mean 30% income tax or double taxation.

Yes, if the money was earned legally and the transfer goes through permitted channels in line with currency, customs and tax law. Since 8 December 2025 the Bank of Russia’s limits on foreign-currency transfers abroad no longer apply to Russian citizens, but banks check every payment — so source-of-funds documents are essential.
