The minimum presence requirement is just 7 days per year, making it ideal for those who don't plan to move immediately.
The D7 Passive Income Visa is the most accessible route: income of at least the Portuguese minimum wage (€920/month in 2026) from pensions, rent or dividends, plus a rental contract. D8 is for remote workers earning at least four times the minimum wage (≈€3,680/month in 2026). The permit is issued for 2 years and renewed for 3; permanent residency after 5 years, citizenship after 10.
The NHR (Non-Habitual Resident) regime has been closed to new applicants since 2024. It was replaced by IFICI ("NHR 2.0"): a 20% rate on income from qualifying work in science, research, innovation and technology for 10 years. IFICI is not available to everyone — only to specific professions and employers.
