Vanuatu is an archipelago of 80+ islands in the Pacific Ocean with zero taxes and a citizenship by investment program. A contribution to the Development Support Program (DSP) is from $130,000 for a single applicant. Citizenship is granted in 30–60 days.
Important: on 4 February 2023 the EU fully suspended visa-free travel for Vanuatu nationals and in December 2024 moved the country to the visa-required list; the UK has also required visas since 2023. No income tax, capital tax, or inheritance tax. We do not recommend this programme and suggest comparing active alternatives in the Passports section.
