On 29 April 2025 the EU Court of Justice (case C-181/23, Commission v Malta) ruled the Maltese citizenship-by-investment scheme contrary to EU law; Act XXI of 2025 (in force 24 July 2025) repealed the investment route. We do not advise on obtaining Maltese citizenship by investment. Lawful options are permanent residence under the Malta Permanent Residence Programme (MPRP), the Nomad Residence Permit and ordinary residence through work or income.
