A foreign bank account is a basic need of any relocation: receiving a salary, paying rent, saving in a stable currency. Yet every year it gets harder for non-residents to open one: banks keep tightening compliance under AML rules, sanctions risk and the automatic exchange of tax information. Here is where a non-resident can still open an account in 2025 — and on what terms.

Why it got harder

Banks are not obliged to open accounts for foreigners — it is their right, not your guarantee. A refusal is usually not about you personally but about de-risking policy: serving a non-resident is expensive due to enhanced KYC checks, while fines for sanctions violations run into billions. Hence the requests for proof of source of funds, a local address or residence permit, and an in-person interview.

Countries where non-residents can open accounts

  • Georgia: TBC and Bank of Georgia open accounts on a foreign passport in a single visit; the compliance questionnaire has toughened and refusals come without explanation — but it remains the fastest option in the region
  • Armenia: Ameriabank, Ardshinbank, Acba — an account in 1–2 days in person; several banks allow opening via notarized power of attorney without a personal visit
  • Kazakhstan: first obtain an IIN (individual identification number) — done in a day; banks (Kaspi — residence permit holders only, Halyk, Freedom) increasingly ask you to prove ties to the country
  • Serbia: several banks open accounts on a passport plus the "white card" (registration of stay); with a residence permit the choice is wider
  • Türkiye: noticeably harder since 2024 — you need a tax number (vergi numarası), proof of address and often a notarized rental contract
  • UAE: non-residents can get savings accounts with a minimum balance from AED 3,000–5,000; full access comes with an Emirates ID

Fintech instead of a classic bank

If you need an account for freelancing and payments rather than a "banking anchor," fintech services solve most tasks faster.

  • Wise: a multi-currency account with EUR, USD and GBP details; available to residents of dozens of countries, but does not work with addresses in Russia or Belarus
  • Revolut: requires legal residence in the EEA or other supported countries — a good fit right after your move
  • Payoneer: receiving payments from clients and marketplaces from almost any country of residence
  • Local neobanks: Bunq (Netherlands, with an EEA address), Monese (UK/EU) — friendlier to fresh residents with no credit history

💡 Important: an account opened "on a tourist passport" can be frozen at the first large incoming transfer if you cannot explain the source of funds. Keep contracts, invoices and property sale records — compliance will ask for them at the least convenient moment.

CRS: the tax office will learn about your account

More than 120 jurisdictions participate in the automatic exchange of financial information (CRS): your bank reports account data to your country of tax residence. Georgia began exchanging in 2024, with Armenia following. This is no reason to avoid an account — but every reason to declare it honestly where you must: Russian currency residents, for example, notify the tax service about opening foreign accounts and about the flows through them.

The best strategy for 2025 is not hunting for a "secret no-questions bank," but building a transparent story: a clear source of funds, a clear purpose for the account, and notifications filed on time.
